Right move, poorly executed

A tactical retreat is always a hard maneuver to pull off gracefully. House Speaker Johnnie Byrd's sudden about-face on telephone rate legislation is causing some is dissension in the usually sheeplike House. They may be unhappy, but so far it has already easily passed the only committee vote that it's likely to get.

It may be the right decision (and here) but it's making everybody look bad in its execution. And the Senate may not play along.
